Dr. Mare Bogeva Micovska
Dr. Mare Bogeva Micovska, an expert with over 20 years of professional experience in the field of public procurement, with a special focus on defining public procurement policies, preparing legal and regulatory frameworks, and their practical application, as well as education in the field of public procurement. She currently serves as Acting Director of the Public Procurement Bureau.
Aleksandar Argirovski
Mr. Aleksandar Argirovski, an expert with over 20 years of professional experience in public procurement, with a special focus on defining public procurement policies, preparing legal and regulatory frameworks, European integration, and negotiations for accession to other international public procurement agreements, as well as education in the field of public procurement. He currently works as a State Advisor at the Public Procurement Bureau.
Rita Gligorijevska
Ms. Rita Gligorijevska, an expert with over 20 years of professional experience in public procurement, with a special focus on defining public procurement policies, preparing legal and regulatory frameworks, European integration, as well as education in the field of public procurement.
Aleksandra Petrevska
Ms. Aleksandra Petrevska, an expert with 15 years of professional experience in public procurement, with a special focus on electronic public procurement, as well as education in the field of public procurement. She currently works as a Head of Department at the Public Procurement Bureau.

- individuals working in public procurement at contracting authorities and economic operators,

DESCRIPTION OF THE PROGRAM
The training program at the Academy represents a combination of theoretical and practical curriculum, which will enable participants to simultaneously acquire theoretical knowledge and develop skills and competencies necessary for successfully managing public procurement — a key segment of public finance and the foundation for fulfilling the state’s public functions. Public procurement is an instrument for achieving smart, sustainable, and inclusive growth. This instrument can significantly impact economic growth, create new jobs, and increase cross-border trade.
Effective, efficient, and competitive public procurement is a measure of a state’s market success and an important tool for investment and stimulating overall business activity in the economy, while also serving as a powerful instrument in the fight against corruption and the misuse of public funds.
LEARNING OBJECTIVES
- After completing the program, participants will be able to:
- The first module is an introduction to the public procurement process, aimed at giving participants a general overview of the public procurement system, the regulations governing it, and the key institutions involved.
- The second module focuses on familiarising participants with the planning of public procurement, the preparation of the annual procurement plan, management of the procurement plan during the year, and the internal organisation of the procurement process within contracting authorities.
- The third module aims to introduce participants to the key elements of preparing and conducting the procurement procedure, with a special emphasis on tender documentation, selection criteria for the best offer, eligibility requirements, technical specifications, the obligation to publish the procedure, actions taken during the bidding period, the evaluation process, and the conclusion of the procedure.
- The fourth module will acquaint participants with the digitalization of the procurement process and the Electronic Public Procurement System (EPPS), which is the national system through which public procurement in the Republic of North Macedonia is conducted.
- The fifth module focuses on legal protection as a fundamental pillar for ensuring control and legality in public procurement procedures.
- The sixth module will introduce participants to contract management in the realisation phase of public procurement, including the possibilities for contract modification during its term, conditions for contract termination, qualitative and quantitative acceptance, the concept of subcontractors, managing requests for subcontractor changes, price differences, and subsidiary application of obligation law regulations.
- The seventh module aims to acquaint participants with the most common forms of abuse in procurement procedures, risks of corruption at each stage of the procurement process, forms of illegal collusion among economic operators, conflicts of interest, and measures and instruments for preventing corruption in the public procurement process.
